The expert committee

The Expert Committee for Property Values in the City of Bonn is a state institution. It is a neutral collegial body that is independent of the City of Bonn.

The members of the expert committee are appointed by the district government after consultation with the city for a period of five years; they are predominantly experts from the fields of architecture, civil engineering and surveying, from commercial law and the real estate industry as well as experts for special valuation issues. Membership is honorary. The number of appraisers on the committee is approximately 30.

In order to prepare and carry out its work, the expert committee makes use of an office that works according to its instructions. The office for the City of Bonn is located at the Office for Land Management and Geoinformation of the City of Bonn.

The market analyses of the expert committee are based on the totality of all purchase contracts in the area of responsibility. Therefore, in accordance with Section 195 of the Building Code, every contract by which someone undertakes to transfer ownership of a property for a fee or by way of an exchange must be sent to the expert committee as a copy by the notarizing body.

The purchase contracts and other deeds sent in the respective year are evaluated using valuation and mathematical-statistical methods. The results are published in the annual  property market report and in the  standard land value map.
